Any consultant worth their fee can tell you in theory how Parliament works and how laws are made. Few have experienced it first hand, Ruth has.

Ruth specialises in stakeholder management and relationship building, including in fraught and difficult situations, under the spotlight of the national media.

Ruth served in Parliament as the MP for Rushcliffe from 2019-24. She focused her time in Parliament on improving the UK’s cyber security and response to online crime. She also secured hundreds of millions of pounds of public and private sector investment in her constituency. She campaigned successfully for the East Midlands Freeport and was an observer member on its board throughout its set up.

She was a member of the Home Affairs Select Committee and the then Business, Energy and Industrial Strategy Select Committees. In 2022, she joined the Government Whip’s Office where she was the departmental whip for three major Government departments, responsible for getting their legislation through Parliament.

Before entering Parliament Ruth worked in the cyber security sector. She led strategy for BT's Cyber Security portfolio and its engagement with civil servants, ministers and MPs on cyber security and related issues. At techUK, the trade association for the digital technology industry in the UK, Ruth led the team that provided market intelligence, events, thought leadership, and political engagement for techUK member companies in cyber security, policing and justice.

Ruth is an experienced public speaker who has spoken at the WEF, UN, OECD, American Embassy and Chatham House, amongst others.

Owen has worked in politics and communications for almost 20 years and has extensive experience and contacts, working closely with backbench MPs, Government Whips, Ministers and with the Number 10 operation under 7 Prime Ministers.

Owen worked on the Localism Act and NPPF in 2012 and, more recently, on scrutinising the Levelling Up and Regeneration Bill as Coordinator of the Better Planning Coalition, 31 NGOs and charities including the National Trust, CPRE, RSPB, Shelter, Chartered Institute of Housing and the Town and Country Planning Association.

Owen wrote his Masters Dissertation on the development of Erskine May and the Standing Orders of Parliament. He has used this expertise to deliver legislative amendments and to craft media campaigns which resonate in Westminster & Whitehall.

Outside of Westminster, Owen is a Planning Consultant, with expertise in residential, business and agricultural applications. He has extensive knowledge of and contacts in local Government and appears regularly for clients at Planning Committee meetings across the country.

Owen worked with Oxford United Football Club on their stadium relocation project, including delivering a media launch which received national media coverage and was seen by 1.49 million people.

Paul has many years experience working in higher education, parliament and local politics.

He has held several policy and outreach roles at Oxford University and currently manages an international economics research centre there.

Prior to this, Paul spent over a decade working for Members of Parliament, including ministers, whips, parliamentary private secretaries and the chair of a select committee. Giving him expert understanding of how Parliament works and the issues that come across the desk of an MP on a daily basis.

Paul also has wide experience in policy advising, governance and social science research and is involved in local politics in Oxfordshire.

David has spent many years in senior marketing positions, running marketing strategy and campaigns for organisations in a range of sectors including: leisure, childcare, home maintenance sectors, higher education and The Royal Navy.

David's specialisms include customer acquisition, digital platform optimisation, research, analysis and stakeholder management. He has designed campaigns which boosted sales, increased recruitment and helped each organisation stand out from the crowd.

Dr Andrew Kemp JP, PhD, RGN (rtd) FBICSc L/RAMC

Andrew Kemp is a global expert in disinfection research in both civilian and military environments. During his military career, he worked in the research and development of Biological weapons testing, developing methods still used for the decontamination of battlefield casualties exposed to biological weapons.

As a member of the British airborne brigade, he served as a UN peacekeeper and in conflicts around the world, specialising in trauma surgery and Infectious Disease prevention.

In 1996, he completed the systematic assessment of all medical facilities in Bosnia, subsequently leading the team that began the rebuilding of the Bosnian healthcare system.

In 2005, he opened his first company, specialising in the introduction of new infection control/ prevention technologies into the UK. 16 years later, his businesses were active in 8 countries, with more than 2,500 staff working with his products.

Andy has published 26 paper and editorial comments in healthcare journals and, in 2021, published his first book. He is a Fellow of the British Institute of Cleaning Science and lectures on Infection Prevention and Control, at the University of Lincoln. He is also an Assistant Professor at Frist College of Medicine, Belmont College, the University of Tennessee.

He was appointed as a Justice of the Peace, by the UK’s Lord Chief Justice in 2017.
